I'm currently at work so can't get away with listening to that Podcast. When they say server transfers, do you mean them enabling the option to transfer or possible merges?

Most definitely paid. Games with less than half the micro-transactions SWTOR has charge for them, so I can't imagine SWTOR being any different!
