Not at all, Jedi weren't the only ones to have Force abilities, and neither were the Sith. Logically, there had to be more primitive species that were exposed to its power but didn't know what it meant, which would be something like magicians, or in my opinion, shaman.
Use of lightening isn't truly a dark side technique, although if used against somebody it would certainly fall into that category.
